In Ukraine, the Russians could use nuclear weapons with impunity... But they don't. Why not? It's not like the Ukrainians could nuke them back..

From what I understand (which isn't much, mind you), the actual nuke ... I think the last gun-type warhead the US had in its inventory was theW33 ....
